Shopping centre refurbishment gets thumbs up

Independent monitors have praised the contracting division of Bedford Borough Council for their performance as part of the ongoing Howard Centre refurbishment scheme.

Monitors, tasked with ensuring compliance with the Code of Considerate Practice, have reported that Direct Services Department (DSD) Contracting has maintained a well ordered and well run site.

The site's performance was measured against the eight point Code of Considerate Practice, which includes the categories:

  • Considerate
  • Environment
  • Cleanliness
  • Good Neighbour
  • Respectful
  • Safe
  • Responsible and Accountable
  • Bedford Borough Council's Head of Economic Development and Regeneration, Trevor Roff, said: "The investment in the Howard Shopping Centre is required in order to establish itself as a successful prime retail location.

    "The new improved centre will offer a modern shopping experience aimed at increasing footfall and raising its status in the retail hierarchy.

    "Refurbishment proposals include the replacement of the existing low ceiling incorporating new lighting using the latest technology and new finishes on the walls and floor to provide a more vibrant and welcoming experience.

    "The contract requires continuation of the existing centre to business and, therefore, DSD Contracting has had to ensure a quality service which has no impact on the pedestrian use of the mall during the day.

    "They have responded positively and effectively to the refurbishment scheme and have ensured that public and businesses are informed of the progress of this scheme."

    The Howard Centre refurbishment began in July 2008 and the work will be completed by early 2009.

    The centre will reopen for business during the Christmas period and the floor covering will be left until the New Year.
